    The Union Budget, 2018-19, has proposed to treat school education holistically without segmentation from pre-nursery to Class 12. Samagra Shiksha - an overarching programme for the school education sector extending from pre-school to class 12 has been, therefore, prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).

    Samagra Shiksha, Kerala has been implementing several programems in order to enhance the quality of the school education. Kerala has achieved a human development index comparable to the developed countries of the World. These achievements are largely due to high literacy and education for a long time. Almost all children in the schooling age are reaching school and the retention level is very high. The government of Kerala has initiated a campaign with the active participation of the community, namely, Pothu-vidyabhyasa Samrakshana Yanjam ( in order to transform the government and aided schools of the state as centres of excellence providing equal opportunities to all children to attain equitable quality and all-round development.
